It (the second half of the macro) makes sure that if you target an enemy it will actually cast the spell on the target of the enemy, thus taunting 3 mobs attacking the friendly to you. You can press T again to go back to targeting the boss. It's a lot faster than clicking their name in the party window, and I don't typically advise macroing your abilities to be hard-set on one target.
